تقتضي العدالة معاقبة كافة المتهمين بارتكاب الانتهاكات الفظيعة في الحروب. بينما يستلزم السلام أحياناً العفو لتشجيع المصالحة. كيف يُمكن التوفيق ما بين ضرورة العقاب ودعوات العفو؟ ومن يملك حق العفو؟ وهل هو ضرورة بالفعل لبناء السلام ؟ أم أنه قد يكون سبباً لتجدد النزاع وتكراره؟
